Quick answer

Before your trip, you add up your rubles, dollars and euros. First check your travel date and route, then calculate your foreign currency separately, check the requirements for rubles and total the money for your declaration. These are separate checks: a declaration alone does not allow you to take out an amount above the limit.

Which amounts you need to check

Foreign currency cash
The general limit is the equivalent of 10 000 US dollars per person. It has applied since 2 March 2022, according to guidance from the Central Bank of Russia.
Rubles taken to seven destinations
Amounts over 1 million rubles have been subject to a special procedure since 29 September 2026. The conditions are set out in a Federal Customs Service announcement.
The EAEU's external border
If cash and traveler's checks together exceed the equivalent of 10 000 US dollars, you must declare the full amount. The basis is Article 260 of the EAEU Customs Code and information from the Federal Customs Service.

How much foreign currency cash can you take out of Russia?

As a general rule, one person may take out foreign currency cash and monetary instruments denominated in foreign currency worth no more than the equivalent of 10 000 US dollars. The restriction was introduced by subparagraph "zh" of paragraph 1 of Presidential Decree No. 81 of 1 March 2022 and took effect the following day. The equivalent is calculated using the official Central Bank of Russia exchange rate on the date you take the money out.

Foreign currencies must be added together

Dollars, euros and other foreign currencies are added together. Rubles are not included in this calculation. If you have exactly 10 000 dollars with no other foreign currency or instruments, you have not exceeded the general limit. If you have more, a declaration alone is not enough to take it out.

Include banknotes and ordinary circulation coins. Coins made of precious metals require a separate check of the rules for moving them across borders. Traveler's checks must also be included when calculating the foreign currency portion.

The Central Bank of Russia explains that special permits are provided for in paragraph 6 of Decree No. 737 of 15 October 2022. The eligible cases and procedure are established by the Board of Directors' decision of 14 November 2022. You need to check separately whether a permit is available for your situation.

The permitted amount of foreign currency cash and the declaration threshold require two separate checks. First establish whether you can take the money out, then check what information you must submit to customs.

How many rubles in cash can you take to your destination?

Since 29 September 2026, a special procedure has applied to individuals taking rubles in cash to Armenia, Belarus, Kazakhstan, Kyrgyzstan, Azerbaijan, Tajikistan and Uzbekistan. Presidential Decree No. 706 amended Decree No. 193 of 25 March 2026. The current conditions are described in the Federal Customs Service's September announcement.

Are you taking up to and including 1 million rubles to one of the seven destinations?

The special requirements under this procedure for amounts above the threshold do not apply. Check separately whether you must submit a declaration: this depends on your total cash and whether you cross the EAEU's external border.

Are you taking more than 1 million rubles to the same countries?

You need both a designated air border crossing point and supporting documents for the full amount you are taking out. A declaration when crossing the Union's external border remains a separate requirement.

Are you traveling to another country?

Do not automatically apply the special threshold to that destination. Check the applicable currency restrictions, the total amount for declaration purposes and the destination country's rules for bringing money in.

Check whether an international airport is eligible against the government list approved by Order No. 657-r. Then check separately whether the border crossing point is operating and whether the flight you need is available on your travel date. An airport's inclusion on the list does not confirm this.

A separate procedure applies to legal entities and individual entrepreneurs. This article covers personal travel by an individual.

How do a route through the EAEU and a connecting journey affect the checks?

Russia's national border and the EAEU's external customs border may fall at different points along your journey. On a direct route from Russia to Belarus, Kazakhstan or another Union country, you remain within its customs territory. You must still comply with Russian restrictions on taking money out.

On a direct flight from Russia to a destination outside the EAEU, both checks take place on the Russian leg. If you first travel to a Union country and then leave the Union, check the declaration procedure with the customs service at your onward departure point. This distinction is based on the EAEU Customs Code.

  1. Confirm your departure points

Write down the countries and stops on your route.

  2. Identify the borders

Find where you leave the EAEU.

  3. Check Russian restrictions

Check foreign currency and rubles separately.

  4. Confirm where to submit your declaration

Base this on the borders you will actually cross.

  5. Check the destination's requirements

    Also account for transit countries.

A connection alone does not establish that no declaration is required. Check whether you will remain in the transit area and whether you will need to leave it.

How do you calculate rubles, dollars and euros for the two different checks?

List your currencies and the amount of each. For each currency, find the official exchange rate and the number of currency units it covers: the Central Bank of Russia may quote a rate for several units.

Foreign currency portion in dollars = the sum of the ruble equivalents of all foreign currencies and relevant foreign monetary instruments ÷ the dollar exchange rate. A currency's ruble equivalent = number of units × published exchange rate ÷ number of units covered by the quote. To check whether you can take the money out, use the date you take it out.

Total amount for declaration purposes in dollars = the ruble equivalent of all cash and traveler's checks ÷ the dollar exchange rate. This calculation includes ruble cash and uses the exchange rate on the day you submit the declaration. Other monetary instruments must be declared regardless of their value - this is a separate Federal Customs Service rule under Article 260 of the EAEU Customs Code.

In the illustrative calculations below, 1 US dollar is worth 84,4075 rubles and 1 euro is worth 96,2499 rubles. These are the official Central Bank of Russia exchange rates for 29 September 2026.

How do the results differ depending on the currencies you carry?

Illustrative amounts using historical exchange rates for 29 September 2026. For your trip, use the exchange rate for the applicable date.

In the first scenario, the calculation is: 6000 + 3000 × 96,2499 ÷ 84,4075 = 9420,900986… dollars. Add the rubles: 9420,900986… + 100 000 ÷ 84,4075 = 10 605,629831… dollars. You declare all the money, not just the amount above the threshold.

In the second scenario: 6000 + 4000 × 96,2499 ÷ 84,4075 = 10 561,201315… dollars. Being willing to complete a declaration does not change the outcome of the check on taking money out. Do not round intermediate values; check the ruble restriction for your destination separately.

How do you check the cash carried by each family member and child?

The rules apply to each passenger. To work out how much cash your family can take abroad, record whose money each person is actually carrying and how much. Dividing the total budget by the number of people traveling is not enough.

Illustrative scenario: one adult is carrying 15 000 dollars, while the other is traveling without cash. The second passenger's presence alone does not establish compliance with the individual limit. Each person's money must be assessed separately, including cash carried by a minor passenger.

A person aged 16 or over may act as a declarant independently. For a younger child, the accompanying person submits the information under the established procedure: for example, a parent, adoptive parent, guardian or custodian. For other accompanying arrangements, check the procedure separately. The rule is set out in Article 260 of the EAEU Customs Code.

Before your trip, make a separate record for each family member: currencies, amounts and who will submit the declaration. Check these records against the cash actually being carried.

How do you submit a declaration, and where do you go at the airport?

If your route requires a currency declaration, prepare before entering the control area. The form and completion procedure are established by Decision No. 124 of the Board of the Eurasian Economic Commission of 23 July 2019, applicable since 1 February 2020. The Federal Customs Service describes the procedure for using the customs channels.

  1. Count all your money

Use the exchange rate on the day you submit the declaration. If you exceed the threshold, enter the full amount, including rubles and traveler's checks.

  2. Prepare your information and documents

Check the passenger's details, route, cash breakdown and supporting documents, if required.

  3. Complete the forms

For cash and monetary instruments, use the main and supplementary passenger customs declaration forms. Obtain the current form.

  4. Go to the red channel

Where a channel system is in place, choose red. If it is not marked, check the procedure at your particular border crossing point in advance.

  5. Present the money and declaration

Submit the information to customs and present your cash for inspection. Answer questions about the amount and documents.

  6. Keep your copy

Take your processed declaration and keep it with your travel documents.

Check whether you can submit information online in advance at your particular crossing point. Do not assume that a single electronic procedure is available on every route.

When do you need documents showing the source of your money, and what should you prepare?

Proof of a cash withdrawal and proof of the money's origin answer different questions. A statement shows a transaction on an account or deposit. The source of funds explains where the money came from. The documents required depend on the basis for the check.

Are you crossing the EAEU's external border?

If you move more than the equivalent of 100 000 US dollars across the border at one time, you must submit documents showing the source of the funds along with the declaration. Decision No. 130 of the Board of the Eurasian Economic Commission of 6 August 2019 has been in effect since 4 February 2020. Use the exchange rate on the day you submit the declaration.

Does the special ruble procedure apply to your trip?

For amounts over 1 million rubles taken to the seven specified destinations, the Federal Customs Service requires certified bank statements showing withdrawal of the full amount from the departing citizen's accounts, or alternative documents provided for by the government.

Do the documents cover the owner and the full amount?

Compare the passenger's name, currency, transactions and cash amount. For alternative evidence, check the applicable provision of the current list under Order No. 658-r.

The grounds are set out in guidance from the Southern Transport Prosecutor's Office and the Federal Customs Service's announcement on rubles. Ask your bank to certify the statement according to its procedure. If you choose another document, confirm its applicability with the customs authority in advance: one set of documents may not satisfy both checks.

What penalties apply for breaking the rules?

Failure to comply with restrictions on taking money out and failure to submit a mandatory declaration must be distinguished. Articles 16.3 and 16.4 of the Code of Administrative Offenses of the Russian Federation are relevant when assessing administrative liability. Article 200.1 of the Criminal Code of the Russian Federation governs the smuggling of cash and monetary instruments. Exceeding an amount does not automatically mean criminal liability: the elements of the offense and the circumstances are taken into account.

Under the special ruble procedure, if an individual violates the prohibition, the portion of their ruble cash above 1 million rubles is seized. This is expressly stated in the Federal Customs Service announcement. This seizure must be distinguished from confiscation as a measure provided for by law.

A declaration, permission to take money out and liability address different issues. A completed form confirms the information declared but does not remove restrictions applicable to the particular money and route.

When should you consider a transfer to a bank account?

If you need the money to pay for housing or education, or to support a relative, check whether the recipient accepts payment into a bank account. You can then assess an international bank transfer separately: its permissibility, documentation and terms must be checked for the specific transaction. Having a SWIFT code alone does not confirm that a transfer is available.

What to prepare when discussing a transfer

Country
Where the money needs to be sent from and to.
Amount
How much the recipient needs to receive.
Currency
Which currencies you pay and receive in.
Purpose
Housing, education, family support or another payment.
Receipt method

ATM24 accepts requests through its website. A manager helps you choose a method and agrees on the terms before the transaction. A description of the service is available on the international transfers page.

What should you check before leaving with cash?

  1. Check your date and route

Write down all countries, borders and connections. Check transit requirements and rules for bringing money in.

  2. Calculate each passenger's money

Check the foreign currency portion, rubles for the destination and the total amount for declaration purposes separately.

  3. Prepare your documents

Confirm the applicable exchange rate date, forms, supporting evidence and where to submit the information.

If your travel date or the cash you are carrying changes, recalculate the amounts and repeat the relevant checks.

What other questions arise before traveling with cash?

Do I need a declaration if I have exactly 10 000 dollars?

If you have no other cash or traveler's checks, that exact amount does not exceed the mandatory declaration threshold when crossing the EAEU's external border. Adding rubles changes the total calculation; check the destination country's rules separately.

Can I take 10 000 dollars plus rubles?

The foreign currency portion may be within the limit for taking money out, while the total including rubles may require a declaration at the EAEU's external border. Also check the special ruble procedure for your destination.

Is the limit calculated separately for dollars and euros?

All foreign currencies are added together as a single dollar equivalent. The check on taking money out uses the official exchange rate on the date you take it out, so the amount of euros you can add to your dollars depends on the exchange rate and the money you are carrying.

Can I take exactly 1 million rubles to Kazakhstan or Belarus?

Exactly 1 million rubles does not exceed the threshold under the special ruble procedure for individuals. A direct journey within the EAEU does not itself cross its external customs border; other money and any onward departure from the Union require separate checks.

How do I submit a declaration for a child under 16 on a journey with a connection?

The accompanying person submits the information for the child under the established procedure, usually a parent or another legal representative. For a journey with a connection, check in advance where your family crosses the EAEU's external border, whether you will leave the transit area and what requirements apply in the countries along the way.

Does a bank statement always replace documents showing the source of the money?

A withdrawal statement confirms a specific bank transaction but does not necessarily explain the source of the funds. Separate requirements apply under the special ruble procedure and for proof of the money's origin: check which requirements your document satisfies.
